Because the inspections were never carried out due to the lack of publication of an official decree. Instead of adding more obstacles, the Portuguese government decided to free motorcyclists from this obligation.
It is a significant advancement for Portuguese motorcyclists, who will no longer have to worry about passing the control of the technicians. Practical measures for better traffic
In Portugal, the authorities are not only eliminating rules, they are also taking concrete initiatives to improve the traffic conditions for motorcycles. One of the first measures was the removal of slippery materials used in the expansion joints of the roads. In short, the authorities have done some cleaning to avoid unpleasant surprises in the rain or on wet roads. Motorcyclists know how dangerous it can be to ride on slippery pavement, especially when the conditions are not ideal.
Additionally, speedbumps will be installed in particularly dangerous curves. These small modifications should help prevent accidents, particularly reducing the risk of skidding or losing control. Improving traffic: tolls and improved lanes

In fact, their rate will be limited to 50% of what a light vehicle pays.
